It is a decision on the color pallet that the work will be shown in. Some photographers use a limited or defined set of colors for their work, keeping the cohesive nature of the work tight. See Chase Jarvis, Nick Onken and Dave Hill for some examples. Look at all the work in total and notice the similar base of color. It isn’t a software or anything like that.
